How the review is structured

Every preliminary judgement follows the same outline, from the finding on each review point to a recommendation signed by name.

Six review modules
Law, counterparty, market, building fabric, location and synthesis.
Three evidence classes
E1 official or register-based record, E2 reliable second source or own observation, E3 unconfirmed statement by the other party. A statement by the other party alone never supports a positive judgement.
Four-eyes principle
Every judgement is countersigned. Reviewer and countersigner are named in the document.
Cost ranges
Ranges by trade and region where the documents support them, with the stated basis and price date.
Structure of the preliminary judgement
